The City of Carlsbad has an outstanding program for children of all ages, from babies, toddlers, preschoolers, to school age children.  Our son (now nearly 2 years old) loves "step-up to story time" and the puppet show on Fridays at Dove library! Check out this link to find out more.

Temecula, CA

The Temecula Arts Council is worth checking out. They partner with local schools to infuse the arts into education (which is much needed because so many schools cut art out of their curriculum), act as the primary resource for local arts organizations to develop and promote their programs, thereby stimulating the growth of visual and performing arts in the community, and much more.
